Makefile: add NO_FNMATCH_CASEFOLD to IRIX sections

IRIX's fnmatch() does not support the GNU FNM_CASEFOLD extension, so set
NO_FNMATCH_CASEFOLD so that the internal fnmatch implementation will be
used.
