Merge branch 'js/retire-preserve-merges'

The "--preserve-merges" option of "git rebase" has been removed.

* js/retire-preserve-merges:
sequencer: restrict scope of a formerly public function
  rebase: remove a no-longer-used function
rebase: stop mentioning the -p option in comments
  rebase: remove obsolete code comment
rebase: drop the internal `rebase--interactive` command
  git-svn: drop support for `--preserve-merges`
  rebase: drop support for `--preserve-merges`
  pull: remove support for `--rebase=preserve`
tests: stop testing `git rebase --preserve-merges`
remote: warn about unhandled branch.<name>.rebase values
  t5520: do not use `pull.rebase=preserve`

The `--rebase-merges` mode is similar in spirit to the deprecated
`--preserve-merges` but works with interactive rebases,
where commits can be reordered, inserted and dropped at will.

It is currently only possible to recreate the merge commits using the
`ort` merge strategy; different merge strategies can be used only via
explicit `exec git merge -s <strategy> [...]` commands.

BUGS
----
The todo list presented by the deprecated `--preserve-merges --interactive`
does not represent the topology of the revision graph (use `--rebase-merges`
instead). Editing commits and rewording their commit messages should work
fine, but attempts to reorder commits tend to produce counterintuitive results.
Use `--rebase-merges` in such scenarios instead.
For example, an attempt to rearrange

to

by moving the "pick 4" line will result in the following history:
