Merge branch 'bc/clone-bare-with-conflicting-config'

"git -c core.bare=false clone --bare ..." would have segfaulted,
which has been corrected.

* bc/clone-bare-with-conflicting-config:
  builtin/init-db: handle bare clones when core.bare set to false
