Merge branch 'pw/strict-label-lookups'

Correct an error where `git rebase` would mistakenly use a branch or
tag named "refs/rewritten/xyz" when missing a rebase label.

* pw/strict-label-lookups:
  sequencer: tighten label lookups
  sequencer: unify label lookup
