Merge branch 'ef/mingw-upload-archive'

* ef/mingw-upload-archive:
  mingw: poll.h is no longer in sys/
  upload-archive: use start_command instead of fork
  compat/win32/poll.c: upgrade from upstream
  mingw: move poll out of sys-folder
