mergetool--lib: simplify command expressions

Update variable assignments to always use $(command "$arg")
in their RHS instead of "$(command "$arg")" as the latter
is harder to read.  Make get_merge_tool_cmd() simpler by
avoiding "echo" and $(command) substitutions completely.
