Merge branch 'ow/ref-filter-omit-empty'

"git branch --format=..." and "git format-patch --format=..."
learns "--omit-empty" to hide refs that whose formatting result
becomes an empty string from the output.

  branch, for-each-ref, tag: add option to omit empty lines
