Windows: allow using UNC path for git repository

[efl: moved MinGW-specific part to compat/]
[jes: fixed compilation on non-Windows]

Eric Sunshine fixed mingw_offset_1st_component() to return
consistently "foo" for UNC "//machine/share/foo", cf
