Merge branch 'ab/c-translators-comment-style'

Update the C style recommendation for notes for translators, as
recent versions of gettext tools can work with our style of
multi-line comments.

* ab/c-translators-comment-style:
  C style: use standard style for "TRANSLATORS" comments
