Remove gitweb/gitweb.cgi and other legacy targets from main Makefile

Browse Source 
Now that there is gitweb/Makefile, let's leave only "gitweb" and
"install-gitweb" targets in main Makefile.  Those targets just
delegate to gitweb's Makefile.
