Merge branch 'pw/rebase-no-reflog-action'

Avoid setting GIT_REFLOG_ACTION to improve readability of the
sequencer internals.

* pw/rebase-no-reflog-action:
  rebase: stop exporting GIT_REFLOG_ACTION
  sequencer: stop exporting GIT_REFLOG_ACTION
